Independent Culture Review Draft Action Plan

South Wales Fire and Rescue Authority voted on 15 January 2024 to accept all 82 recommendations of the Independent Culture Review Report, as recommended by the Service.

The Authority also agreed to create a Culture Review Implementation Committee, to oversee the development and delivery of the Action Plan and implementation of all of the recommendations. The committee will include five Authority members alongside co-opted external stakeholders who are subject matter experts (e.g. domestic abuse advisors, ethnic minority groups, disability groups, and culture experts).

Assistant Chief Officer Geraint Thomas, supported by Chief Fire Officer Huw Jakeway QFSM, and Assistant Chief Officer of People Services Alison Reed, presented the Service’s Draft Action Plan to the Fire Authority for review.

The Draft Action Plan details four working groups being set up to address themes raised in the Independent Culture Review Report:

  1. Policies and procedures
  2. Values, standards, leadership
  3. Training, promotions, recruitment
  4. Culture, EDI, communications

The Draft Action Plan is also split into three timescales: for short-term actions in 1-3 months, medium-term (3 to 9 months), long-term actions (9 to 18 months) and annually.
