​HMICFRS Report – Service Response

On 30 March 2023, His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) published a report on values and culture in fire & rescue services in England. 

Chief Fire Officer Huw Jakeway QFSM said:

“It is clear from the National Fire Chiefs Council event on culture and inclusion and His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) report, that we make significant investment in training our Firefighters to respond effectively to protect the public in emergencies. However, there is evidently more for us to do to ensure staff training in cultural values eradicates unacceptable and inappropriate behaviours. As well as commissioning an Independent Culture Review into our own Service, led by Fenella Morris KC, I have established a team to address the recommendations made in the HMICFRS report. We’re in advanced talks to be the first fire and rescue service to launch the FRS Speak Up Crimestoppers helpline, where our staff can report something that isn’t right through this independent helpline and website. This will enable us to emerge from these challenges a better and truly inclusive Service.”
